The Power of Standard Administration

“Standard administration is the key to competence and successes in an organization.”

Good administrators are among the most highly paid executives in business today. Why? Because they deal in survival—survival of our organisations, our workforce and, yes, survival of communities and even nations. Unfortunately, high schools lack “leadership” or “administration” classes. Nor is it easy to find the path to success as a top-flight executive mapped out anywhere else. So how, even if armed with iron will and determination, does one succeed?

Sometimes determination does it, but rarely. It is far more effective to gain the knowledge and find the tools one needs to succeed.


Developed by L. Ron Hubbard in 1965, the Organizing Board lays out in sequence every function required to actually produce something. This "cycle of production" is the carefully observed series of natural steps that must be performed in order to accomplish anything. It is an organisational pattern that can be applied to any activity, from one's own life to governing a nation.

And they actually do exist.

L. Ron Hubbard not only found that knowledge but he also created exact and precise tools of management. And today these are readily available at the Hubbard College of Administration.

Our graduates have both the tools and knowledge to become top-flight executives. Under the most challenging circumstances. In the most strenuous situations. And, as you have seen in the preceding pages, succeed they do.

Why? Because they have found—and apply—a real technology.

A real technology is one that works. It is based upon natural laws and precepts that bring predictable and invariable results when applied. Engines, for example, are based upon a real technology. If you don’t build them according to the laws of that technology they don’t work. There is a right way to build an engine—and a hundred wrong ways. And only the right way, the right codification of knowledge and the resultant technology, will give you an engine that works.

So what would be a real technology of administration? It would be the right way to do administrative actions or organize something. It would be nothing less than what Mr. Hubbard termed Standard Administration, standard meaning “a definite level or degree of quality that is proper and adequate for a specific purpose.”

All in all, Mr. Hubbard spent more than three decades developing and codifying Standard Administration. As Founder of the Scientology religion, which was growing faster than any similar group in the world, he had much to work with. The result was his discovery of the fundamental laws and rules under which groups truly function—all groups large or small, from a small business to a national government. With these laws as his foundation, then, he developed the technical procedures of his Administrative Technology, which consist of nothing less than the right ways to do administrative actions or organize something—anything.

Mr. Hubbard’s breakthroughs include an ideal organisational pattern that can be applied to any activity or organisation, large or small, and a full body of knowledge contained in encyclopedic books, known as The Organisation Executive Course volumes, that detail all the functions involved in this pattern. Then there are his three Management Series volumes, which cover the twelve essential areas of management and provide all the key fundamentals a manager needs to succeed.

His discoveries include a series of policies known as the Data Series, which enable executives to accurately evaluate any situation and thus be able to invariably make the correct decisions.

The Conditions of Existence
Then there are his Conditions of Existence, a vital tool that can be utilized by anyone and applies equally to an individual or a business. Specifically, Mr. Hubbard analyzed the various degrees of survival from a non-existence state to a dangerous condition to one of emergency to states of normal, affluence and power. Then he provided the exact actions one must take to improve one’s condition. In business, then, there are specific actions one can accomplish that will take the organisation—any organisation—up to the highest states of survival.

All of this technology has been thoroughly tested in the field. In fact, millions of people the world over utilize it to enrich their activities, strengthen their groups, expand their businesses. They know with complete certainty that this is a “real technology,” for it works. When applied correctly it brings about the exactly predicted results. Guesswork, trial and error, charisma and luck are no longer needed to create expansion and success. Groups and businesses of all types and sizes operate under the same natural laws and can and should all be successfully administered and organized with these methods. For as the technology spreads internationally via the worldwide network of Hubbard Colleges and its graduates who have decided not only to use it in their own businesses but to become consultants to others, we will see an end to economic turmoil, the mismanagement of resources, unethical business practices and inept governments. All it will take for man to realize his long-held dreams is application of the know-how found in the real technology of Standard Administration delivered here at the Hubbard College of Administration International.
